A resolution before the Birmingham City Council Tuesday would require groups and companies seeking city dollars to make more thorough disclosures about partnerships and consultants.
A mandatory disclosure form would apply to all transactions except those already subject to state bid law.
Last month the council refused to appropriate funds to design a new intermodal transit facility downtown because the architectural firm had ties to Jeff Pitts, Birmingham Mayor Larry Langford's campaign manager and unofficial advisor. A principal from that firm, Goodwyn, Mills & Cawood, told the council that Pitt's company, Matrix LLC, had served as a "municipal consultant" on other projects, but not the intermodal contract.
After the dust-up, the mayor's office introduced the resolution for more complete disclosures.
